Oscar Ugarteche is a former Professor of International Finance at the Catholic University of Peru. He was educated at Fordham University in New York and subsequently at the London Business School. His many and varied roles have included economic consultancy for a wide variety of organisations. These include UNCTAD (which he advised on debt questions for over a decade), UNDP, UNICEF, the Pan American Health Organization, Radda Barnen and the Friedrich Ebert Foundation. He has served on the boards of several NGOs in Peru on the editorial boards of various Latin American journals. In 1993 and again in 1995, he spent time at University of Bergen's Centre for Development Studies in Norway where the first draft of this book was prepared. Professor Ugarteche is the author of numerous books on foreign debt and its impact on development issues which have been published in various Latin American countries. His most recent work has caused a considerable stir in Peru. It is entitled: La Arqueologia de la Modernidad: el Peru entre la Globalizacion y la exclusion (Desco, Lima, 1998).
