Natasha Borges Sugiyama Associate Professor of Political Science at the University of Wisconsin, Milwaukee. She is the author of Diffusion of Good Government: Social Sector Reforms in Brazil (2012). Michael Touchton is Assistant Professor of Political Science at the University of Miami.
