Colin I. Bradford, Jr. is a nonresident senior fellow at the Brookings Institution's Global Economy and Development program, Washington, D.C., USA. He has served as chief or senior economist at USAID, the U.S.Treasury, the U.S. Senate, the OECD, and the World Bank, Washington, D.C., USA. Johannes F. Linn is executive director of the Wolfensohn Center for Development and senior fellow at the Brookings Institution, USA. He has held a number of positions at the World Bank, USA, including vice president for Europe and Central Asia and vice president for finance.
