Sabharwal is Associate Professor, Centre for Policy Research in Higher Education, National University of Educational Planning and Administration (NUEPA), New Delhi. She has previously served as the Director, Indian Institute of Dalit Studies (IIDS), New Delhi. She has a PhD in geography from Jawaharlal Nehru University, and has worked on inter-group inequalities across human development indicators, focusing on the role of caste- and gender-based discrimination in market and non-market institutions; diversity and discrimination within higher educational institutions, Mid-Day Meal and Anganwadi programmes; and social protection policies Dilip G. Diwakar is Associate Fellow, IIDS, New Delhi. He did his PhD in Public health from Jawaharlal Nehru University. Before he joined the institute, he worked with both national and international development organizations for 6 years. He has published articles in both national, international journals, and contributed to chapters in books. His main areas of work are marginalization in government programmes, rights of urban poor, child nutrition, and health. His research interests include intersection of caste, poverty, and health. Vinod Kumar Mishra is Associate Fellow, IIDS, New Delhi. He has a PhD from Jawaharlal Nehru University, New Delhi, with specialization in population geography. He has published many articles in journals and chapters in books.  His main research areas are urbanization, poverty, health, social exclusion, and social protection programmes. Ajaya Kumar Naik is Associate Fellow, IIDS, New Delhi, and has had more than 10 years of research experience in the fields of informal sector, employment, and poverty. As a former fulltime consultant in the National Commission for Enterprises in the Unorganised Sector (NCEUS), he was associated with the task force ‘Definitional and Statistical Issues related to Informal Economy’. Besides this, he has worked in Indian Institute of Public Administration, Institute of Applied Manpower Research in different capacities.
