Lobbying for Defense is a one-of-a-kind user's guide to lobbying for Defense appropriations. Kambrod, who brings more than 40 years' experience serving in the U.S. Army and representing industry on Capitol Hill, offers the behind-the-scenes information and month-by-month actions necessary to be successful in securing dollars for unfunded Defense programs. More than a guide through the annual lobbying process, it provides a tutorial of the manner in which the Services establish their requirements for Defense-related programs, and how the annual budget is formulated. It addresses the all-important distinction between`funded’ and `unfunded requirements’, and the impact `unfunded requirements’ have on the process of adding dollars to the Defense Budget. Here is a clear explanation of the roles the Military, Industry, and the Congress play in the lobbying process as it unfolds in its annual schedule; the steps which must be taken by the lobbyist to develop his arguments for pursuing Congressional funding; and the interaction which must take place with the Military Departments outside the Pentagon, then in, to gain the all-important Service support. Lobbying for Defense also includes discussions of general interest, such as campaign contributions, visits to Members of Congress at home and in Washington, a practical list of lessons learned, and some discussion of possible reforms. A must-have tool for anyone interested in lobbying, hiring lobbyists, and interacting with lobbyists. About the Author Matthew R. Kambrod is a graduate of the United States Military Academy, West Point, Class of 1962. He served two tours in the Pentagon dealing primarily with the development of policy, doctrine, and requirements related to Army Aviation force structure, training, and operational issues. Upon retirement from the Army, the author joined the private sector as both a consultant and lobbyist.
