CHRISTOPHER P.M. WATERS is Lecturer in Law and Deputy Director of the inter-disciplinary Centre for Euro-Asian Studies at the University of Reading, UK. He has worked with the OSCE and non-governmental organizations on rule of law and democratization initiatives in the Caucasus and Balkans. He is the author of Counsel in the Caucasus: Professionalization and Law in Georgia.
