'Competitive dialogue' is a new procedure for procuring major government projects such as roads, hospitals and IT systems. This examination of its legal framework will assist those involved in procuring projects in Europe, including those in central and local government who are responsible for selecting contractors, and their legal advisors.Competitive dialogue is a procedure introduced into the EU procurement system in 2004 to provide an improved method for awarding complex contracts, such as those for public infrastructure and major IT systems. It considers both the EU-level rules and the way in which those rules have been applied in national systems.
