Beyond the INF Treaty cover

With the signing of the intermediate-range nuclear forces (INF) treaty in December 1987, a chapter in NATO history came to an end. This agreement eliminated an entire class of nuclear weapons from Europe. This volume analyzes the possible repercussions of the INF treaty in the context of NATO's overall doctrine of flexible response, and concludes that the U.S. and NATO must adopt arms and arms control policies consistent with one another and with NATO doctrine.

An eminently well-informed, realistic and sensible analysis, both of the reasons why NATO's strategy is unlikely to change and of the reasons why arms control in Europe after the INF agreement could turn out to be very difficult. -- Stanley Hoffmann
While NATO strategists still suffer from the INF hangover, Richard Haass coolly and carefully examines the future options for the West. His analysis and proposals are a valuable contribution toward a new Atlantic consensus on strategy and arms controlin the Gorbachev era. -- Christoph Bertram, former Director of the International Institute for Strategic Studies and Diplomatic Correspondent, DIE ZEIT
